EU leaders gather to launch commission for Ukraine war reparations

(MENAFN) European leaders convened in The Hague on Tuesday to establish an International Claims Commission to assess and compensate Ukraine for hundreds of billions of dollars in damage from Russian attacks and alleged war crimes. The one-day conference, co-hosted by the Netherlands and the 46-member Council of Europe, brought together senior officials, including EU foreign policy chief Kaja Kallas, and coincided with ongoing US-led diplomatic efforts to end the war.

The commission, created under the Council of Europe framework, will review claims for losses and injuries caused by the conflict. It will determine compensation for property destruction, personal injuries, and crimes including sexual violence and forced deportations.

At the signing ceremony, Kallas described the scale of destruction in Ukraine as "unimaginable," emphasizing that property damage represents only a fraction of the suffering.

She announced that the EU would provide up to €1 million ($1.17 million) to fund the commission’s preparatory work, noting that Ukrainians can continue submitting claims to the damage register.

“Russia is no less liable for the damage in Ukraine than Iraq was for the damage in Kuwait, but Russia will never voluntarily pay,” Kallas said. She warned that attempts to exclude reparations from any future peace agreement place a “huge responsibility on the international community.”

Kallas also addressed funding, highlighting that €260–280 billion ($305–329 billion) in Russian assets are frozen abroad and could serve as a compensation source. About €210 billion ($246 billion) of these assets are in the EU, mostly held by Belgium’s Euroclear, which has raised concerns over the plan. She added that a European-wide solution would reduce pressure on Belgium, allowing disputes to be handled through EU legal mechanisms.

The commission marks a key step in international efforts to ensure accountability and reparations for Ukraine amid ongoing war.
